CO2 Highway Europe
Equinor appointed ERM as permitting and environmental consultant for the CO2 Highway Europe project, including the preparation of environmental impact assessments. The project consists of two pipelines that will transport CO2 and store it in selected reservoirs in Norway for permanent storage. The first CO2 pipeline starts in Zeebrugge in Belgium with a connection from Eemshaven in the Netherlands (‘Belgian Trunkline’), and the second in Wilhelmshaven in Germany (‘German Trunkline’). Both pipelines run through German territorial waters.

Assessment of the legal framework for the CO2pipeline to be constructed, in particular:
Overview of the relevant laws and procedures in the context of authorization
Identify potential issues and limitations associated with the authorisation process, including interactions with other authorisations and processes
Presentation of the expected time frame for obtaining all relevant authorisations, taking into account legislation and experience to date
Development of an approval strategy as a ‘roadmap’ for the project in order to optimise the approval process.
